I think this is a great idea. Go for it. I'm really into the idea of artwork that's interactive like this. The idea of mooving the thing to different areas of the cafe once a certain amount of interest has been generated is cool too.

The site has changed since I was last using it. There are no longer any icons to upload new content. Pogo suggests trying another computer. Without regular access to a computer which can do this, or fixing the site so I can upload, then I can't help out with the website.

Sounds like what's going on is much the same as what Bryonie was doing with the politics group ages ago. Why not just call it "politics" work group? Or a funky forestised work for the same thing if it seems like too much of a scary word. "Local action" maybe?.. I think "Community" is just misleading.
