I am happy to go and buy an electronic lock now, pay for it myself, and keep it safe until the stupid argument is over. Just let me know how many fobs I should get to start with.

do you need a fob for each user? Maybe 10 then? But it would have to be an expandable system so that one day they could be on every door in the building

Each user gets a fob. The system's inherently expandable because you can just use the same fobs with the other locks. They don't need to be linked, just set each one for what fobs to let in.
